How to tell if ice skates can't be used ?

hi i was wondering if any one know how to tell if an ice skate blade is too much in bad condition to sharpened if that is possible i am brand new to ice skating and have a pair of my sisters old skates they have some rust on the blades i am wondering if they are still able to use ? can they be fix also how can they be fixed and how much will it cost?
