Is it fair for the Government to use our money?

Why whenever there is a natural disaster anywhere in the world the US/UK are expected to send millions in aid when our own population is suffering. Many elderly have to choose between eating and heating which is scandalous. Our hospitals are so filthy that being admitted is in itself a life threatening event. Our infrastructure is under enormous strain yet still billions flood out in foreign aid. These natural disasters are Malthusian Events, tragic though they are it is natural selection at work.
