Read on and tell me if I should report this to yahoo and hotmail?

I got this email from some guy in Argentina who claims he can get you the pword to any yahoo or hotmail account, as well as monitoring any pc anywhere, and even checking out every keyboard typed on a particular pc. It gave me the willies to think that anyone can do that.
