If our judicial system was more like the holocaust, would crime rate be lower?

It seem that our judicial system is way to "easy", would one negative (holocaust) cause the other negatives (crime) to be come a postive?. It seems inhumane (if i spelled that right), but more towards a a brighter future, or be terriffied of the govt.
